The
Directorate has its units at the District/Block levels. At present,
there are 62 recognized and
14 unrecognized CD blocks. The total number is 76. Each
Block comprises of Panchayat Halqas and a Panchayat Halqa comprises one
or more villages. The number of Panchayat Halqas at present is 1435 with
3389 villages. The State
Government vide Govt. Order
No.232-RD of 2005 dated 10/10/2005
has constituted a committee of retired officers/ officers to
consider the demands of the public regarding
delimitation of existing Panchayat Halqas. After the report of
the committee is considered
by the Government, the number of Panchayat Halqas may undergo a change. As
per census 2001, total population of Kashmir Division is 57.12 lacs out
of which 41.99 lacs (73.5%) live in rural areas. 17.99 lacs (43%) live
below poverty line (BPL). At
the District Level, following officers are under the administrative
control of the Directorate of Rural Development Kashmir in one or the
other manner; 1.
Assistant
Commissioners, Development. 2.
Project
Officers, DRDA, (Now re-designated as Asstt. Project Director, vide
Govt. Order No.726-GAD of 2006 dated 8/6/2006). 3.
Executive
Engineers, Rural Engineering Wing. 4.
District
Panchayat Officers. At
the Block level,
there is a Block Development Officer who is assisted by Block
Planning Officer, Junior Engineers and other functionaries like
Panchayat Inspectors, VLWs, Mukhi Savikas, Gram Savikas, MPWs etc.
in discharging of duties. Brief
description of the functioning of these officers is as under:- 1.
Assistant Commissioner, Development:- The
Assistant Commissioner, Development is
normally an officer from Kashmir Administrative Service (KAS). He
releases the funds to the Block Development Officers for implementation
of various components of works approved under the programmes by the
District Development Boards/ other competent authorities. The Assistant
Commissioner Development, consolidates the District Plan on the basis of
the inputs received from Block Development Officers. The District Plan
compiled by him is submitted to the Directorate for technical vetting
before it is considered by the District Development Board in its
meetings. ACD is competent to accord Administrative Approval of the
works involving the estimates upto Rs. 5.00 lacs
in accordance with Govt. Order No.300-Agri of 1996 dated 06/06/1996. PROJECT
OFFICER (District Rural Development Agency):- In
every district there is a District Rural Development Agency with
District Development Commissioner as its Chairman
assisted by the Project Officer who is exercising the over all
Administrative & Financial control over the affairs of the Agency.
Project Officer is assisted by Assistant Project Officers and other
staff. The Programmes of the Agency are being implemented by the Block
Development Officers. EXECUTIVE ENGINEER (Rural
Engineering Wing):- In
every district, there is a Rural Engineering Wing headed by the
Executive Engineer who looks after the technical aspect of the execution
of works. The Assistant Executive Engineers and Assistant Engineers
posted in the district work under his control. He accords technical
sanctions of the works involving estimated cost upto Rs. 5.00 lacs and
also accords test checks to ensure good quality of work being executed
in the district. He is assisted by the Junior Engineers and Works
Supervisors at the Block/Panchayat Level. DISTRICT
PANCHAYAT OFFICER:- At
the district level, the matters of Panchayat and Panchayat property /
assets are attended to by the District Panchayat Officer. He is assisted
by Plantation Ranger and Panchayat Auditor posted in the district. The
District Panchayat Officer is also supervising
the afforestration programmes and rural sanitation programmes in
the districts. At the Block Level, such matters are supervised by the
Panchayat Inspector and at the Panchayat Level there is a Secretary
Panchayat (VLW, Gram Savika, MPW). The property of the Panchayats viz.
Plantation Nurseries, Panchayat Ghars and other Panchayat Assets are
supervised by the Plantation Supervisor / Plantation Watcher and
Plantation Helpers. Total
Sanitation Campaign (TSC), implemented by the BDOs at block level is
also being monitored by the District Panchayat Officers.
However the scheme is being implemented by Director Rural
Sanitation. The
District Panchayat Officer is the designated authority in respect of
implementation of various sections
of the Jammu & Kashmir Panchayati Raj Act. BLOCK
LEVEL ADMINISTRATIVE SET UP: At
the Block Level, the Block
Development Officer is responsible for formulation
and implementation of Action
Plans under various schemes through the field staff which comprises of

Supervisors / Watchers. ·
Malies, Mirabs / Chowkidars. In
pursuance of section 12 of Jammu & Kashmir Panchayati Raj Act, 1989
it shall also be the duty of each Halqa Panchayat to make provision for
preparation of the Plans for the development of the Halqa and to take
measures for the implementation of the developmental plans subject to
the availability of funds at
its disposal. The plans at the block level are formulated after
consolidating the information received from the village Panchayats
through the Secretary Panchayat (VLW/MPW/Gram
Savika) of the Panchayat. The
plans are first consolidated at the Block level
and then at the District level. After the approval of
District Development Boards to the District Plans,
the estimates of the works are prepared by Juniors Engineers of
the concerned Block . The Village Level worker/Multipurpose Workers/Gram
Savikas (Secretary of the
Panchayat) places the proposal of works before the Halqa Majlis,
constituted vide Section 4
of Jammu & Kashmir Panchayati Raj Act, 1989 for their
consideration and after
passing a resolution, the Halqa Majlis nominates
somebody through whom the work is to be got executed. The Block
Development Officer then allots the work to the nominated person
in accordance with the guidelines of the schemes. The work is
then got executed as per the guidelines/prescribed norms. During
execution, the test checks are recorded by the AEs/AEEs and Executive
Engineer to avoid any sort of negligence at different stages of
execution. The
